Shortly after initiating the first Journeymen into Delta Omicron Zeta, the founders created the National Council to serve as the governing body of the fraternity.  Their goals were to spread the impact of DOZ to other campuses and ensure that all members receive an experience that, despite their individual differences, united them under the common goal of better leadership.  Today, the National Council is made up of some of the original founders of the fraternity, as well as other initiates from the fraternity at large.
